Approval of Minutes from 2-18-17 meeting- Discussion on the confusion of traffic counter results which say traffic on stringer continues to decrease.  Jason made motion to approve with the removal of “Stringer traffic report continues to decrease”, second by John

Financial Report- transfer of funds not needed at this time, review of handout of final FY 2016/17 budget and FY 2017/18. Jason made motion to approve, second by John

1.     Election of officers. Motion by Jason for Stu to be Chair and District Rep and Jason Secretary.  2nd by John.

2.     Repairs/Maintenance work completed this summer- grading, pothole repair, machine clearing.  Discussion included Stu’s request for residents to call him when they think maintenance is needed on their road.  He will wait to grade and plow on side roads until residents call.  Machine clearing is expensive and brush on side is growing fast enough that every three years is not working in some areas.  Appreciation was expressed to homeowners who clear their right of way.  Borough liability insurance will not cover commissioners who use big equipment in the maintenance of the road.  Homeowners should check their liability insurance for coverage in the right of way
3.     Repairs/Maintenance to be completed- corners, signs, grading, bridge, gravel to Skila, Calcium  Stu reported he is working with Rural services to fix bridge on OVT#2.  Work to be done next summer and could cost around $5-8,000.  Stu spoke with RS about Calcium and Michael said it was really expensive and doesn’t work that well.  Ron reported the dust was not a problem for him.  Request for Stu to email Mitch to fix signs: 35mph at 9 mile, T sign, curve and mile marker at 3 mile. Stu will email to Mitch to allow Josh Jordan to coordinate the application of gravel ($1,500)on Skila/Prince.  Discussion of fill in the right of way on Prince.   Jason made motion to send letter to landowner informing them of right of way obstruction and request they let us know when they will be able to resolve this problem.  Stu seconded motion

4.     Tax Cap discussion and vote – Stu made motion to keep tax cap at current level.  Second by John.  lengthy discussion on the benefits of a tax increase.   Stu reported he would step down if the vote was to increase taxes.

5.     Project submittal  Jason made motion to submit the list of projects as identified on Agenda with the exeption to move the acceleration lane up to #2 to reflect the communities concern with entering highway during high traffic especially during the dark of winter.  Second by John

Public Comments
·       Ron reported seeing increased traffic from no-mans and state maintained road especially after diversion of traffic by DOT,  Neighbors and visitors have expressed concern about brush growth beside road and may have to consider mowing more than every three years.  Discussion on how nice it would be to get no-mans land to join RSA.
·       Jake led discussion on difficulties of keeping road plowed especially during high snow years.  Suggestions for improvements included more frequent snowplowing on problem corners, using a delineator to mark roadway

Financial report – current operating budget reviewed. Corrections include 2/9 grader expense was $1996 which hasn’t yet been paid. Also need to add expense of postage stamps of $34. Balance of $6,430. Also included in borough budget is an additional unencumbered $6,381

2. Repairs/Maintenance needing to be completed-
a. Second third mowing which includes culverts by Sawmill, Seabaugh, OVT #1 and Arctic Fox. Side roads will be reviewed in spring for determination on how much mowing needed. Consensus need 12 feet on side roads to prevent damage to roads
b. Grade OVT#3 in spring making sure to knock down washboard. Do all gravel roads in the fall
c. After breakup meet again to discuss possible bid to repair potholes, fix crack and widen curves by Arctic Fox, Sebaugh and 5.4 mile.
d. Discussion on adding calcium to OVT#3 to decrease dust, prevent washboarding and hold gravel on road. Negatives include expensive, hard on equipment and needs to be reapplied. Stu will discuss with Mitch.
3. Budget 2017-18 –Matt moved to approve budget as submitted ($33,600), second by Jason. Increase in budget is $1,500 - gravel for Skila and Prince

Public Comments-
• Warren fixed plank on bridge on OVT#2. Hopefully will last 2 more years.
• Warren submitted traffic report from last August. Increased from average of 507 to 561 a day in one year. Stringer traffic report continues to decrease
• Stu reported Matt and John need to redo application to borough to clear up confusion on who is alternate. Because John does not live in RSA Matt will be voting commissioner. Both parties agreeable.
• Jason reported great service from Verizon with unlimited data
Commissioner Comments – Stu reported the borough assembly tabled proposed new ordinance on what commissioners are able to do and still be covered by liability insurance.
Next Meeting – Special meeting at breakup to prioritize work needing to be completed this summer. Regular meeting in August - Time and date dependent on commissioners schedules
