minutes meeting 2-16-18


Twenty Three Mile Slough RSA meeting on February 16, 2018
Call to order at 7pm by Chairman, Stu Davies at 4800 Eielson Farm Road
Present:  Commissioners: Stu Davies, John Tobin, Matt Williams Residents:  Robyn Davies, Dwayne Hofschulte, Josh Jordan, Dan Rees, Warren Smith,

Minutes from last meeting –Motion by John to approve minutes without changes. 2nd by Stu

Financial reportcurrent operating budget reviewed.  Not included in report is two additional snowplowing, about $2,900.  Total remaining in budget about $12,000.  Work needing to be completed before July 1st includes, grading ($1500), pothole repair ($5,000), mowing($8,000).   Total of $14,500 work to be completed which does not take into account additional snowplowing. Stu made motion to authorize transfer, when needed, of $15,000 from savings. 2nd by Matt

Old Business
1.     Right of way issues –Reviewed letter to resident on Old Valdez Trail who pushed berm into right of way on Swede Road.  Letter requests resident to let RSA know how they will clear material.  Signed by commissioners.
New Business
1.   Road work completed last summer – as noted in budget
2.   Repairs/Maintenance needing to be completed-
a.     Low hanging trees over the road at start.  Stu will call Corp of Engineers to see if they would remove trees as it is their land.  Call Tim Favle at 488-2748
b.     Third year mowing from Sawmill culvert to end of RSA
c.     Grade OVT#3 in spring.  Grade as needed in the fall
d.     Crack at 1.75 mile is open again and will need to be filled ASAP
e.     Bridge on OVT #2 needs to be fixed.  Bid was sent out by borough and low bid is Rolling Stone for $14,000 for treated lumber.  Warren will coordinate with Rolling Stone to allow traffic to bypass bridge through his property while work is being done.  Motion by John to approve bid by Rolling Stone to fix bridge over 23 mile slough with treated lumber.  Authorize transfer of $14,000 from savings. 2nd by Matt

f.      no money in savings to widen corners at this time
g.     reviewed information on purchasing delineators to mark edge of road.  Cost would be around $50/each plus installation.  Consensus that at this time no clear corners or areas that need to be marked. 
3.   Budget 2018-19 –Stu moved to approve budget as submitted, second by Matt

4.   Tax cap –John moved to maintain current tax cap.  2nd by Matt

5.   Short term goals – identified in #2
Long term goals –
       Acceleration and deceleration lane on Richardson      
residents present all recognize the danger of not having merge lanes on and off Richardson highway especially now that speed limit increased to 65 MPH.  Dwayne volunteered to provide written testimony to our legislators (Bishop, Talerico) and DOT prior to next election in hopes the problem would be recognized and fixed before someone dies.

6.   John made motion to approve maintenance contract renewal .  Matt 2nd

Public Comments-
·       Warren provided copy of traffic report from summer 2016 which showed average of 500 vehicles/day at EFR and 280/day at stringer
·       Discussion on how nice it is when residents clear their right of way.  Josh suggested Stu remind Rolling Stone to not mow over areas maintained by land owners
Commissioner Comments –
·       Stu discussed new subdivision proposed by Lanser builders on Old Valdez #1.  Matt brought up concern with cul-de-sac and ability of contractor to plow snow effectively.  Stu will discuss, with builder, placement of driveways with this issue in mind.
·       Stu reported at ARSAC meeting a commissioner brought up possibility of using Pick-click-give to fund RSA’s
·       Matt brought up problem of mowing where dozer was on Cow Pie.  Need to use hand tools to clear.
·       Matt reported his phone number is wrong, should be 322-9254.   Reported links to borough sites on blog do not work. 
Next Meeting –Regular meeting in August -  Time and date dependent on commissioners schedules
