FNSB Twenty Three Mile Slough – Minutes – February 20, 2020
A regular meeting of the Fairbanks North Star Borough, 23 Mile Slough RSA, was held at Arctic Harvest, 4753 Eielson Farm Road. The meeting was called to order at 7 p.m. by Stu Davies, Chair.
A. ROLL CALL

B. MESSAGES citizens comments
Robyn reported on Solarize Fairbanks. RFP going out on Monday. Still need one or two additional people to review proposals. Those interested in getting a bid on applying solar panels at their home should contact Robyn to be included in email updates.
GCI has said they are laying cable to Arctic Fox Subdivision and along all of EFR. Tim will get contact information to Robyn to send out, residents are encouraged to call and support.
Warren gave commissioners a copy of state traffic counter at start of EFR and Stringer. Number a little lower than last summer- 500-600 vehicles/day at bathing beauty pond

Motion to approve the agenda as submitted. Seconded and passed unanimously.
D. MINUTES
Minutes from 9-26-19 – Stu moved to approve without any changes. Second by Matt. Yes vote by Stu, & Matt
E. UNFINISHED BUSINESS
1. Commissioner position open – Tim Brown has started paperwork process and should be confirmed by next meeting. Thank you Tim
2. Acceleration/Deceleration lane on Richardson- No news from Talerico’s office. Residents reminded to continue to bring up this issue to anyone in “power”
3. No Mans Land – Stu updated group on progress. Julie and Stu collected signatures as required by borough. At the Assembly meeting it was announced the map they worked on was wrong and there was no way to approve the petition. Stu has been working with the mayor and rural services to come to a resolution to this problem. One possible solution would be for the state to continue maintenance to our RSA. If they did that we may need to build a turnaround. Our petition will go before the Assembly again in the fall. Signatures will not need to be collected again
F. NEW BUSINESS
1. Financial update – attached report reviewed. $8,359 left in budget with addition $7,785 available. Motion by Matt to accept update without the need to transfer any money from savings. Second by Stu. Yes vote by Stu, Matt
2. Budget planning/tax cap – review of attached financial comparison. Motion by Stu to keep current tax cap and accept borough budget recommendation and RSA proposed operating budget of $36,600. Second by Matt. Yes vote by Stu, Matt
3. Short and long term planning – Short term planning updated to include
a. Fix crack at 2 mile – suggestion to fill with Brown’s Hill D-1 until it can be repaired. Glenn suggested cutting out asphalt and repairing with like material, RAP
b. Fix dips at 1.2 mile – fill with asphalt as before
c. RAP on entrance to Polar Fox
d. Fix shoulders at 3 mile & 5.5 curves
e. Discussion on mowing – will review in spring and decide where needed. Seabaugh needs to be done this summer
f. Grade as needed
g. In spring identify and mark potholes/shoulders which need to be filled/repaired. Ron reported 10+ potholes past mile 4
h. Long term goals remain the same
4. Maintenance contract renewal - Stu moved to keep current contract. Second by Matt. Yes vote by Stu, Matt
G. EXCUSE FUTURE ABSENCES – no anticipated absences
